ZAMBOANGA, Philippines – A member of a human rights groups from Sulu was collared by authorities in Davao City on early Saturday.

Joint operatives of the Philippine National Police-Special Action Force and Military Intelligence Group-9 swooped down on an apartment in Block 33, Phase 2, Barangay Catalunan Grande, Davao at about 2 a.m. Saturday and arrested Temogen "Cocoy" Tulawie.

Tulawie is wanted for multiple frustrated murder and multiple attempted murder charges.

Authorities have been hunting down Tulawie since the court released a warrant for his arrest on October 2009 for his alleged participation in the assassination attempt against Sulu Governor Abdusakur Tan in Patikul in the vicinity of the Sulu Capitol on May 13, 2009. Twelve people were wounded in the blast.

Other respondents in the case are former Sulu Representative Munir Arbison, former Pangutaran Mayor Ahmad Nanoh and former Mayor Najib Maldisa. Maldisa perished in an ambush in Zamboanga City in 2010.

Tulawie's lawyer, Atty. Jamar Culayan in a phone interview said that his client did not resist arrest and surrendered peacefully. Culayan also said Tulawie was brought to a clinic for medical check-up as part of the booking procedure but clarified that Tulawie was not hurt during the arrest.

"The MIG-9 was there and they made sure that he will not be manhandled," Culayan said.

Culayan however denied the claim of the Armed Forces of the Philippines that his client is a member of the Abu Sayyaf Group.

On August 5, 2010, a bomb went off outside the arrival area of the Zamboanga International Airport, instantly killing the alleged bomber and wounding over 20 civilians, including Governor Tan who arrived from Manila. Tan was slightly injured in the incident.

Tan then filed charges against the alleged perpetrators which included Tulawie, but the panel of prosecutors found no probable cause against him and dropped Tulawie from the list of respondents.
